PROBLEM TO BE SOLVED: To share a position information database in which information depending on positions is stored from a plurality of systems different in position measurement precision. SOLUTION: Information relevant to an area (a), where a terminal exists, obtained by a terminal position measurement means is mapped into a point (p) by using a mapping means, then the information is stored in a position information database or retrieved from the position information database by using the point (p). In this case, the value of the point (p) is set so as not to be always the same value by using random numbers, time, and user identification symbols or the like at the time of performing the mapping.
