PROBLEM TO BE SOLVED: To provide an axial yield type elasto-plastic hysteretic brace absorbing vibration energy such as an earthquake, wind force, or the like to a building or a steel farmed structure and a damping steel framed structure using the same. SOLUTION: In an axial yield type elasto-plastic hysteretic brace 1 in which a steel central axial force member 3 is inserted in a concrete member 2 for preventing buckling reinforced with a steel member 6 and an unbonded film 4 is formed at the interface between the steel central axial force member and the concrete 5 for preventing buckling. The cleavage line rigidity in the film thickness direction of the unbonding film is 0.1 N/mm<SP>2</SP>or higher in between 0-50% in compression strain, 21,000 N/mm<SP>2</SP>or lower in between 50-75% in compression strain and the film thickness d<SB>t</SB>, d<SB>w</SB>of the unbonded film is≥0.5% as thick as the plate thickness (t) of the steel central axial force member and≤10% as thin as the plate thickness (w) respectively to achieve the above property, moreover, it is achieved by use of the axial yield type elasto-plastic hysteretic brace to a damping steel framed structure.
