PROBLEM TO BE SOLVED: To maintain permeability of ink for printing on the cross section of the paper tube and surely print out even if the paper tube is cut. SOLUTION: Rotational linear speed of the cutting part 14A of the cutting blade 14 and rotational linear speed of the periphery (practically, the central part of thickness direction) of a long paper tube 10 are set to be almost same (within a predetermined speed difference) and the cutting is performed by rotating them in the direction opposite to each other. The cutting part 14A is theoretically cut so as to vertically cut into the long paper tube 10 thereby, and the generation of the friction heat due to sliding of the cutting part 14A with the long paper tube 10 is reduced. An adhesive material does not seep onto the end of the short paper tube 10 A to be cut and does not solidify, or the paper tube 10A itself does not cause chemical change to make the end face glossy.
