<p><P>PROBLEM TO BE SOLVED: To obtain forward lighting suitable for a driver's sense when a vehicle turns. <P>SOLUTION: A vehicle headlamp controller is provided with a turn angle calculation part 1c detecting a turn angle of the vehicle, motors 7 and 9 driving optical axes of headlamps 4 and 5 of the vehicle in right and left directions based on the turn angle of the vehicle calculated by the turn angle calculation part 1c, motors 6 and 8 driving optical axes of the headlamps 4 and 5 in the vertical direction, and motor control parts 12 and 13 driving and controlling the motors 7, 9, 6 and 8.
