PROBLEM TO BE SOLVED: To provide a rotational angle detecting device and a steering device capable of detecting a rotational angle more than one rotation. SOLUTION: The rotational angle detecting device detects the rotational angle of the rotational shaft as follows: an angular position detecting means 30 detects a rotational angular position of a rotational shaft 10; a conversion means 12 and 22 converts a rotational motion of the shaft 10 to a longitudinal linear motion; a moving position detecting means 40 detects a linear moving position of the rotary shaft 10; a calculation means calculates the rotational angle of the rotational shaft based on the detected rotational angular position and the linear moving position; a supporting means 36 and 38 integrally supports the angular position detecting means 30 and the shaft 10; and a regulating means 42 and 24 regulates the rotation of the angular position detecting means 30 around the rotary shaft.
