PROBLEM TO BE SOLVED: To form a halftone matrix for suppressing generation of false outline at a high speed by reducing difference in the amount of texture between adjacent tones. SOLUTION: A predicting means 3 operates the amount of texture when pixels of not-yet sampled numbers are selected. Product of a value at a relevant position of a spatial operation filter and a value of an objective image at the relevant position is stored on a table 4. An operating means 5 determines the reference value at each position in the filter with reference to the table 4, and an adding means 6 operates the sum thereof thus performing an operation equivalent to the convolutional operation of the filter and a matrix being formed at a high rate. A number sampling means 7 selects a pixel position such that the difference between the amount of texture calculated by the predicting means 3 and the amount of texture of a tone operated/sampled immediately before is minimized.
