PURPOSE: A process for preparing quinolone carboxylate derivatives is provided, thereby increasing the preparation yield of quinolone carboxylate derivatives under mild condition, so that quinolone carboxylate derivatives can be mass-prepared in industry. CONSTITUTION: The process for preparing quinolone carboxylate derivatives represented by formula (1) comprises the steps of: (a) reacting a compound of formula (2) in the presence of acetonitrile and potassium phosphate tri-basic at 60 to 82 deg. C for 1 to 12 hours; and (b) purifying the reaction resulting product by filtering the product under reduced pressure, adding organic solvent into the filtered solution, and concentrating the filtered solution under reduced pressure, wherein X is carbon or nitrogen; Y is hydrogen or fluorine; R1 is cyclopropyl, 2,4-difluorobenzene or 1-acetoxyprop-2(S)-yl; R2 is chlorine or fluorine; R3 is hydrogen or nitro, provided that R3 is not present when X is nitrogen; and the organic solvent is dichloromethane or ethylacetate.
