PROBLEM TO BE SOLVED: To prevent the present position from being matched erroneously to a road near thereto when intruding from a road into a parking lot or the like, and to quickly conduct a guide to the road in the vicinity thereto when going out to the road. SOLUTION: A step difference and a side-ditch in the road are detected by a change of a road surface condition detected by a road surface condition detecting part 130, and the existence of a vehicle on the road is determined by an existence-on-road determining part 144. A map matching control part 147 prohibits execution of map matching processing in a map matching processing part 142 when not existing on the road, and allows the execution of the map matching processing in the map matching processing part 142, when on the road.
