PROBLEM TO BE SOLVED: To provide a steering control device for vehicles capable of changing the steering angle ratio of the turning angle to the steering angle according to one's own vehicle speed even when a steering shaft and a turning shaft are mechanically connected to each other by the fail-safe in a steer-by-wire system. SOLUTION: When the operation of a turning electric motor 20 is normal, the steering reaction force T<SB>R</SB>to the steering operation is provided to a steering shaft 2 by a reaction force/steering angle ratio control mechanism 10 (Step S12). If an electromagnetic clutch 9 connects the steering shaft 2 to a pinion shaft 8 by abnormal operation of the turning electric motor 20, the steering angle ratio R of the turning angleθw to the steering angleθs is changed based on one's own vehicle speed V (Step S19).
