PROBLEM TO BE SOLVED: To provide a method of producing aggregate of closed pore type hollow particulates of submicrometers or smaller with hollow structure. SOLUTION: The method of producing the aggregate of hollow fine particulates is provided with: a drying stage where a mixture comprising the precursors of particulates, a surfactant and water is heated to a volatilizing temperature at which water is volatilized in a state where the precursors of particulates are present on the surfaces of the spherical micells of the surfactant which are formed in the water, and are not self-organized, so that a dry matter is obtained; and a firing stage where the dry matter is fired.
