PROBLEM TO BE SOLVED: To provide image monitoring technology in which privacy of passersby, neighbors, etc., is taken into consideration. SOLUTION: Provided are a means of storing an input image and its enciphered data when an image photographed by using a camera at a fixed observation point is monitored, a means of extracting a changing area in the input image, a means of storing information on the changing area so that the information corresponds to the stored image, a means of abstracting the input image by converting one of the changing area and the other area into a different image, and a means of distributing the abstracted image through a network. Through this constitution, an image of a part where many unspecified persons are photographed and an image of other parts are abstracted to monitor an image by using a public terminal while privacy of passersby, neighbors, etc., is protected.
