PROBLEM TO BE SOLVED: To provide a polyester resin composition for use in the powder coatings which can be baked at low temperatures and has good blocking resistance and flexibility to give an excellent external appearance to the coated film. SOLUTION: The polyester resin for use in powder coatings is a polyester resin consisting mainly of an aromatic dicarboxylic acid and an aliphatic glycol, containing as the copolymer components an aliphatic dicarboxylic acid in a ratio of 1-10 % by mole and a carboxylic acid C with three or more functionality in a ratio of 1-10 % by mole each to the all acid components, and an alicyclic glycol B with a specific structure in a ratio of 10-45 % by mole to the all glycol components. The polyester resin has an acid value of 30-85 mg KOH/g, and a melt viscosity at 150°C of 100-800 dPa×s. The polyester resin composition for the powder coating comprising this resin, an epoxy resin-based hardener and an imidazole-based compound, and the powder coating are provided.
