PROBLEM TO BE SOLVED: To control a continuously variable transmission of any of an ABS mounting vehicle and an ABS non-mounting vehicle, to improve fuel consumption of the ABS mounting vehicle, and to avoid engine stop during an ABS failure. SOLUTION: A working fluid applied to a primary cylinder of the continuously variable transmission is adjusted by a gear ratio adjusting valve, and whether or not an ABS is mounted to the vehicle is determined by an ABS mounting/non-mounting determining section 32. A gear shift characteristic is switched between the ABS mounting vehicle and the non-mounting vehicle by a target gear ratio setting section 33 based on a signal from the ABS mounting/non-mounting determining section 32. A control signal is transmitted to a solenoid 24a of the gear ratio adjusting valve based on a signal from the target gear ratio setting section 33. Whether or not the mounted ABS fails is determined by an ABS failure determining section 36. In the ABS non-mounting vehicle and during the ABS failure, a lowest gear shift line is set higher than that in the ABS mounting vehicle and during the normal operation of the ABS.
