PROBLEM TO BE SOLVED: To shorten total charging time by simple algorithm. SOLUTION: A microcomputer 22 prepares the charging pulses Dc of an identical pulse waveform and the discharging pulses Dc of the identical pulse waveform. With inner impedance Z of a secondary cell 1 connected, their change is reflected in the period P of charging pulses Ch. When the charging pulse period P exceeds a changeover set point PI, a switch SW 25 is closed by the charging pulses Ch to supply a charging current Ic to the cell 1 for charging. Subsequently, a discharging circuit 24 is conducted by the discharging pulse Dc to make the cell 1 discharged by a discharging current -i, and the period of the supplies of the charging pulses Ch is shorted to increase the number of the supplies. By properly selecting and determining discharging capacity by the discharging pulses Dc in this process, the total charging time can be shortened. The changeover set point PI and a charge-finishing set point Pc are used as the charging pulse period, but other instrumentation elements such as a measured voltage value of the cell, for example, may be used.
