PROBLEM TO BE SOLVED: To provide a video signal processor and a video signal processing method capable of displaying video in high resolution according to a minor axis deflection system on the basis of a video signal of a major axis deflection system interlaced scanning and suppressing the power consumption and the increase of the cost. SOLUTION: A phase shifting circuit 10 outputs a vertical synchronizing signal V2 as a vertical synchronizing signal V22 when a field determination signal SEL shows a high level, and outputs the vertical synchronizing signal V22 obtained by shifting the phase of the vertical synchronizing signal V2 for a half period of the read clock signal RCK 2 when the field determination signal SEL shows a low level. As a result, a vertical deflection current IV2 in odd fields and a vertical deflection current IV2 in even fields have a phase difference from each other, and the positions of pixels displayed on the screen on the basis of a video signal in the odd fields are different from the positions of pixels displayed on the screen on the basis of the video signal in the even fields to prevent the positions from overlapping each other.
