PURPOSE: A chip removing tool and a cutting insert are provided to reduce the accumulation of a material during a shattering of a chip. CONSTITUTION: A cutting insert(5) has a rake surface to be extended in the entire girth of a flat portion surface(22) by a continuous step portion(24). The step portion reaches to the maximum height in a corner of the cutting insert. The rake surface forms a positive rake angle. The step portion prevents the movement of a generated chip to the flat portion surface. Therefore, the smear-on of a material on the flat portion surface is prevented.
