PROBLEM TO BE SOLVED: To provide an anti-glaring film capable of preventing the glaring of a display surface, the blur of a character or the impression of an exterior even in the highly detailed display device, reduced in the white embossing of display and improved in contrast. SOLUTION: A liquid composition, which contains a polymer, a curable resin precursor (e.g., ultraviolet curable resin or the like) and a solvent is applied or cast on a transparent plastic film and the solvent is evaporated to form a phase separated structure by spinodal decomposition. A resin layer having a low refractive index is formed on an anti-glaring layer, which is obtained by curing the curable resin precursor by the irradiation with light or the like, to form the anti-glaring film. The anti-glaring film obtained has an uneven structure on the surface of the anti-glaring layer and permits incident light to isotropically transmit to scatter. In this case, a scattering angle showing the maximum value of the intensity of scattered light is 0.1-10°and the total light transmissivity of the anti-glaring film is 70-100%.
