PROBLEM TO BE SOLVED: To provide an optical interconnecting circuit having an optical waveguide which has low waveguide loss and is easily manufactured. SOLUTION: An optical waveguide 30 is arranged on a substrate 10 and provided with a core section 33 which propagates light beams, a first metallic reflection film 31 which is arranged between the core section 33 and the substrate 10 and a second metallic reflection film 32 which is arranged on the curved surface of the core section 33.
