PURPOSE: Provided is a device for making a roll of water tissue, in which a sheet is securely wound between a transfer belt and a turnover belt in a roll shape, regardless of a thickness and material of the sheet. CONSTITUTION: The device includes a supply member for supplying a strap of sheet, a cutting member for cutting the sheet, and a shaping member(50) for winding the sheet in a roll shape. The shaping member includes a transfer belt(51) for transferring the sheet, a cover member opposite to the transfer belt, an inclined member(52b) installed to a downstream portion of the cover member, a turnover belt(53) opposite to the transfer belt, and a driving member for driving the transfer belt and the turnover belt, in which the transfer belt is moved in the opposite direction to the turnover belt.
