PROBLEM TO BE SOLVED: To provide a shutter device suitable for immediately inhibiting the incidence of light on an imaging device at the time of finishing photography in a high speed photographing device. SOLUTION: Many light passing holes 111 are bored at specified intervals on a base plate 110, and a cover body 113 is provided on the base plate 110. In the cover body 113, a movable part 113c having structure where minute covers 113d shielding the upper end faces of the respective holes 111 are coupled is held by hinge parts 113c thinly drawn from fixing parts 113a fixed on the base plate 110 at both edge side parts while putting an insulating layer 112 in between. By applying specified voltage to a driving electrode part 114 on the base plate 110, an electrostatic force acting part 113e receives force, whereby the movable part 113c moves in a horizontal direction. A moving distance required for opening and shutting the hole 111 is short and the movable part 113c does not come into contact with the base plate 110, so that it does not receive the frictional force.
