PROBLEM TO BE SOLVED: To miniaturize an energy absorption adjusting device, and to expand the degree of freedom for a collapse stroke. SOLUTION: A resistor member 63 is located at a position where the iron core 61 is stretched when an electromagnetic solenoid 60 is under an OFF state, and comes into contact with a step section 53 of an impact absorbing shaft 52, and thus, is sheared at the time of a secondary collision, and the impact energy can be absorbed. In the meantime, when the electromagnetic solenoid 60 is under an ON state, the iron core 61 is located at a retracted position, and is not in contact with the step section 53 of the impact absorbing shaft 52.
