PROBLEM TO BE SOLVED: To prevent the delay of transmission completion time caused by a communication environment by changing a compression rate and efficiently and reversibly compressing data on the basis of waiting time which is caused by a communication environment and extends from the moment when a main body device starts transmission processing until the moment when data become transmittable. SOLUTION: A waiting time detecting means 30 for detecting waiting time between the moment when the main body device starts transmission processing in accordance with a communication environment and the moment when the data become transmittable; and hierarchized encoding layers A and B for applying reversible coding processing to data. The data are encoded first in an encoding layer A being a lower order layer and then in an encoding layer B being a higher order layer.
