PROBLEM TO BE SOLVED: To provide a pelletizer capable of obtaining low-cost ground material with a small number of processes by using coal ash as main raw material. SOLUTION: An agitation device 10 is provided with two rotation shafts 12 which are arranged parallel in an agitation tank 11 and rotate in reverse directions to each other, arms 13 disposed on the rotation shafts 12, a first blade 14 which is disposed on the top end of the arm 13a, pushes object material to be agitated against the inner wall 11a and grinds the same and a second blade 15 which is disposed on the top end of the arm 13b and scrapes the object material to be agitated attached to the inner wall 11a. By using the agitation device 10, object material to be treated such as coal ash and fused slag and object material to be granulated including hydraulic inorganic material such as cement are agitated, coal ash and cement are mixed, thereafter, water is added, at the same time, the rotation speed of two rotation shafts is elevated, the agitation is stopped after an elapse of a prescribed time and the granular ground material is obtained. Cement is preferably included in the range of 3 to 30 pts.wt. for coal ash 100 pts.wt. and water is suitably added to the mixture of coal ash and cement in the range of 6 to 30 pts.wt.
