PROBLEM TO BE SOLVED: To provide a process for producing an organic fertilizer from feces and urine of livestock, its production facility and an organic fertilizer produced therefrom. SOLUTION: This highly functional organic soil-improving material is produced by the steps of heating or heating under reduced pressure the feces and urine of livestock at a predetermined temperature for a predetermined period of time in a dryer 1, drying it until its moisture content becomes 50% or below, dry-distilling it at a predetermined temperature for a predetermined period of time in a conditioning furnace 6 to produce humic acid, mixing the humic acid with additives such as inorganic materials in a mixer 9 to obtain the highly functional organic soil-improving material.
