PROBLEM TO BE SOLVED: To provide a steel cord for reinforcing a rubber article, preventing the preceding breakage of filaments, while improving the strength at break of the steel cord as a whole, and excellent in productivity and economical property, and to provide a pneumatic tire using the same. SOLUTION: This double-twisted structure steel cord is provided by twisting a core filament made of a metal with at least one layer of sheath filaments made of a metal as a layer-twisted structure to make one strand, further twisting in a plurality of strands as a layer-twisted structure consisting of a core strand 1 and at least one layer of the sheath strands 2 to make one steel cord, and containing≥1 strand by winding≥1 filament 3 made of a non-metal as a spiral state around it in the core strand 1 or sheath strand 2.
