PROBLEM TO BE SOLVED: To provide a high quality developing roller excellent in image durability or to provide a process cartridge and an electrophotographic apparatus each employing such a developing roller. SOLUTION: The developing roller has an elastic layer around an axial center body and equipped at least with a conductive resin layer on the periphery of the elastic layer, wherein the conductive resin layer contains at least resin particles and when an elasticity modulus of matrix polymer of the conductive resin layer is expressed as A (MPa) and an elasticity modulus of the resin particles is expressed as B (MPa), 0.20≥(B-A)≥-0.18 (MPa) is satisfied.
