PROBLEM TO BE SOLVED: To provide a gas spouting device capable of effectively radiating heat emitted from a heating element while minimizing the occurrence of noise, an electronic device on which the gas spouting device is mounted, and a gas spouting method. SOLUTION: This gas spouting device 1 comprises a vibrator 25, and spouts a gas from nozzles 23 and 24 in pulsating flow by the vibration of the vibrator 25 so that sound waves produced from the nozzles can be canceled each other. Also, a control part 20 controls the frequency of the vibrator 25 to an optimum frequency to maximize the spouted amount of the gas while suppressing the noise so as to effectively radiate heat from the heating element.
