PROBLEM TO BE SOLVED: To provide a wireless access relay apparatus that can be applied even among wireless access systems, where a frequency differences exist. SOLUTION: The wireless access relay apparatus 12a for relaying communication between a first wireless access system and a second wireless access system, include a frequency detector 23 for detecting the frequency of a signal received in the first wireless access system; and frequency converters 26, 30 for shifting the frequency of the received signal by a frequency difference according to the frequency detected by the frequency detector 23, in order to transmit the signal received by the first wireless access system to the second wireless access system. Through this configuration, the wireless access relay apparatus can be applied between the wireless access systems, wherein the frequency difference is constant and also between the wireless access systems wherein a plurality of frequency differences exist.
