PROBLEM TO BE SOLVED: To provide economically a method for primarily or secondarily preventing rusting and a rust-prevented steel for shipping, civil engineering, construction and plants, with substantially improved rust-preventing performance. SOLUTION: The coated steel consists of a substrate steel comprising a corrosion-resistant steel for welding structures containing 0.1-0.7 mass% of Cu and the balance Fe with inevitable impurities and an inorganic zinc-rich primer layer of a thickness of 5-30μm formed on the substrate material and containing a Zn-Mg alloy powder which contains 0.3-10 mass% of Mg, based on remaining Zn and has grain sizes of 1-15μm.
