PROBLEM TO BE SOLVED: To improve voice quality when background noise such as outdoor noise is superimposed in a digital mobile radio communications system such as a car telephone and a cellular phone. SOLUTION: The voice decoding device comprises a detection means which receives and monitors a coded signal coded at a transmitter side and determines whether or not the coded signal is a noise interval or a voice interval; a decoding means which, when the detection means determines the coded signal as the voice interval, decodes the coded signal judged as this voice interval and which, when the detection means determines the coded signal as the noise period, decodes the coded signal determined as the noise interval; and a post filter for amplifying the amplitude of the decoded signal of the decoding means, and the post filter makes the decoded signal pass through without any processing when the coded signal is unnaturally decoded.
