A head 10 for applying optical energy to a selected depth in a scattering medium includes a thermally conductive mount 12 having an energy emitting surface and channels therethrough, and a plurality of optical energy emitting elements 11 mounted in the mount 12 in proximity to the energy emitting surface, each element 11 being in thermal contact with the mount and oriented to direct optical energy through the energy emitting surface. A transparent layer 15 is provided over the energy emitting surface in thermal contact therewith, the layer 15 being in contact with the outer layer of the scattering medium and having good thermal transfer properties. A fluid flows through the channels 13 to cool the mount so that the mount sinks heat both from optical energy emitting elements 11 and from the transparent layer 15.
