PROBLEM TO BE SOLVED: To automatically check that an image received by an image reception means is an image, where a prescribed object to be monitored at designated time is shown. SOLUTION: In a monitoring camera system, the object 101 to be monitored is photographed by a surveillance camera 100, and the photographed image is received by an image reception means 111. In this case, a signal generator 105 generates a prescribed signal by receiving an operation instruction sent by an operation instruction means 110, and is fixed and installed at a place within the photography range of the surveillance camera 100 along with the object 101 to be monitored. The operation instruction means 110 gives an operation instruction. A fault detection means 112 analyzes an image where both the object 101 to be monitored and a signal generated by the signal generator 105 are photographed, and determines whether a signal according to the operation instruction is generated at a prescribed place in the image. As a result of the determination, when it is determined that the prescribed signal is not generated at the prescribed place, a notification means 114 gives an alert to a guard 104.
