PROBLEM TO BE SOLVED: To reduce buffer capacitance used for processing such as YC separation, raster-block conversion, JPEG compression and the like by storing in a RAM and reading out image data from a digital camera or the like. SOLUTION: When a numerator of a vertical magnification scale in an expansion and reduction circuit 17 is a divisor of a vertical size of a minimum processing unit of a JPEG compression circuit 11, an output of the expansion and reduction circuit 17 is selected by a switch 19 so as to be inputted to a raster-block converter 19 and a switch 20 selects an output of the switch 19. In the case of other magnification scales, an output of the expansion and reduction circuit 17 is outputted to a RAM 4 according to the selection of the switch 19, and image data outputted to the RAM 4 are selected for an input of the raster-block converter 10 by the switch 20.
