PROBLEM TO BE SOLVED: To provide an additional information generating device and a video image editing device capable of selecting video data for generating additional information even if it is not specified concretely and separately, when the amount of features of a cut is determined in synchronization with the cutting operation and the additional information for cut identification is generated, in the case that the cut is made during the editing of a video image. SOLUTION: A cut specifier 101 specifies a position of a desired cut in video data 109 to be inputted, according to an operation from outside through a GUI 107. Additional information generator 105 specifies the video data of an effective range used for generating additional information indicative of the amount of features of video data of the specified cut, and generates the additional information corresponding to the video data of the cut based on the video data of the effective range.
