PROBLEM TO BE SOLVED: To exactly switch alarming operations by a portable communication terminal according to whether or not user performs a driving operation of a vehicle. SOLUTION: An on-vehicle machine unlocks a door lock mechanism of a vehicle in response to short range radio communication with a cellular phone in a state that the door lock mechanism is locked. At this time, the cellular phone starts regulation of the alarming operations such as ringing a ringtone to a user. After that, the on-vehicle machine locks the door lock mechanism in response to the short range radio communication with the cellular phone again in a state that the door lock mechanism of the vehicle is unlocked. At this time, the cellular phone restarts the alarming operations regulated so far. At this time, the short range radio communication is started in response to a user's action for holding up the cellular phone near a predetermined position on the side of the on-vehicle machine.
