PROBLEM TO BE SOLVED: To provide a low power consumption type semiconductor integrated circuit having multifarious functions mounted thereon. SOLUTION: The semiconductor integrated circuit is provided with a system LSI1, first circuit blocks 41-48 which do not comprise a critical path, second circuit blocks 51-54 which comprise the critical path, a first power supply wiring 25 for supplying a first power source to the first circuit blocks 41-48, and a second power supply wiring 26 for supplying a second power source, with a voltage higher than that of the first power source to the second circuit blocks 51-54, for an example. In this case, respective second circuit blocks 51-54 are connected to the second power supply wiring 26 through wiring regions 61-64, and the second power source is supplied.
