PROBLEM TO BE SOLVED: To reduce organic chlorine of highly contaminated soil to an environment reference level without scavenging it at an original position. SOLUTION: The soil cleaning method comprises the addition and mixture of a material comprising a reducing agent and a solidifying material after an oxidizing agent is added and mixed to the soil contaminated with an organic chlorine based compound having the high concentration 100 times or more of the soil environment reference. The oxidizing agent is Fenton's reagent, hydrogen peroxide, ozone, a permanganate, a persulfate, a perchlorate or a hypochlorite. The reducing agent is a metal based reducing agent.
