PROBLEM TO BE SOLVED: To provide a conductive polymer composition used for forming a transparent conductive film particularly excelling in conductivity and durability while keeping sufficient transparency; and its manufacturing method. SOLUTION: This conductive polymer composition contains a dispersing element of polythiophene containing a repeating unit represented by general formula (1), a dopant and a water-soluble organic compound, and is characterized in that the particle diameter distribution of the dispersing element of the polythiophene has at least two peaks.
