PROBLEM TO BE SOLVED: To provide near-infrared ray and electromagnetic wave shielding laminate which are excellent in near-infrared ray shielding, visible light transmittance, and electromagnetic wave shielding, and which can be easily manufactured at low cost. SOLUTION: A transparent base material is coated with a coating liquid containing tungsten-oxide-based or phthalocyanine-based near-infrared rays absorbent, a binder resin, and a solvent in which they are dissolved or dispersed, and is then dried to form a near-infrared ray shielding layer 4. A conductive paste 21 is directly printed thereon in a mesh-state by using, for example, a gravure direct printing machine, and a mesh-like electromagnetic wave shielding layer is formed thereon by applying electrolytic plating thereto, to manufacture the near-infrared ray and electromagnetic wave shielding laminate.
