PROBLEM TO BE SOLVED: To provide an underwater sound absorbing device which is small in size and low in cost, is equipped with a sound-absorbing structure having high sound absorption effects with respect to sounds in a wide range frequency region from a low-frequency sound to a high-frequency sound, and is especially suitable for an anechoic water tank (a sound-absorbing water tank). SOLUTION: In the underwater sound absorbing device, in which a sound-absorbing structure constructed so as to support inside a support body made of a hard material, such as concrete is provided facing a water chamber to absorb sounds propagated through the water chamber by the sound absorbing structure, a first spatial layer to house water or air is interposed between the support body and the sound-absorbing structure made of porous sound-absorbing materials, and the middle/high-frequency sounds are absorbed by the porous sound-absorbing material, thus improving the sound-absorbing ratio in a low-frequency region by the first spatial layer.
