A voice coil and a speaker are provided to obtain a high propagation speed and to enhance the intensity of a part in which the coil of a bobbin is not wound. A voice coil includes a bobbin(21), a coil(22), a reinforcing member(23a,23b), a vibration plate and a magnetic circuit. The bobbin is made of the first material. One side of the coil is wound around the bobbin. The reinforcing member made of the material with the higher propagation speed than the first material is arranged in the outer side of the bobbin. The reinforcing member is arranged in a direction vertical to the winding direction of the coil. The vibration plate is connected to the other side of the bobbin. The magnetic circuit is magnetically connected to the coil.
