When more measurement results for line speed are gathered than is necessary, the burden on a communication network increases. With the present invention, a computer provided with a wireless terminal is made to function as a first position information acquisition unit that indicates the position of the wireless terminal, the first position information acquisition unit acquiring first position information at a first positioning accuracy, and as a second position information acquisition unit that indicates the position of the wireless terminal, the second position information acquisition unit acquiring second position information at a second positioning accuracy greater than the first positioning accuracy. When it is detected on the basis of the first position information that the wireless terminal has moved from outside a first area to inside the first area, the computer functions as a control unit that causes the second position information acquisition unit to acquire the second position information. When it is detected on the basis of the second position information that the wireless terminal has moved from outside a second area that is within the first area to inside the second area, the computer functions as a communication environment information acquisition unit for acquiring communication environment information that indicates the communication environment of the wireless terminal. |
