PURPOSE:To prevent freeze-out at the head of words important to subjective appreciation, by providing priority order for assignment exception in the assignment control circuit previously and by excepting assignment in order from the input trunk of a younger number. CONSTITUTION:Digitized sound signal S in respective input trunks TK1-TKn is sectioned for every unit block and is applied to voice detector 3, and the unit block where voice existence is decided by detector 3 is assigned to channel assignment controler 4, and output channels CH1-CHn of many blocks stored in buffer memory 2 are supplied to multiplexing unit 6. Hang-over detector 7 which decides voice existence on the basis of hang-over of detector 3 and detects a unit where electric power in the block is a standard value or less is provided between detector 3 and controller 4; and in case that freeze-out is generated for voice insertion dependent upon controller 3, the unit block detected by detector 7 is excepted from assignment of output channels CH1-CHm by assignment control circuit 4a. |
