The present invention addresses the problem of providing a technology which achieves the consumption of the transmission power of an MTC device. The present invention pertains to a communication terminal having a measurement means for measuring a measurement target, a means for receiving a prescribed condition pertaining to transmission from an application server, and a means for determining not to transmit the measured value to the application server when the measured value satisfies said condition.
