PROBLEM TO BE SOLVED: To provide an entry/exit management device capable of easily registering ID information registered in the entry/exit management device in a portable electronic apparatus, when a user desires to use the portable electronic apparatus as an ID key.SOLUTION: An entry/exit management device 1 comprising an ID key database in which identification information for an ID key 2 is registered in advance receives identification information that is on an ID key carried by a user and has been read by a reader; determines whether or not the received identification information on the ID key has been registered in the ID key database; and, when it is determined that the identification information on the ID key has been registered in the ID key database, outputs a signal for controlling unlocking of an electric lock mounted on an entry/exit management gate of a building.
