PURPOSE:To obtain a titled steel fiber having the high accuracy of product size by adhering plural band steels to form a bundled band steel then guiding the band steel onto a stationary blade, and chipping off the steel by a rotary blade on the front while pressing the same with the high pressure fluid blown from above. CONSTITUTION:Band steels 13 are respectively unwound from plural drums 11 and an adhesive agent B is coated by means of rolling brushes 18 onto the steels which are then superposed and integrally pressed with pressure by a pair of receiving rolls 15 and a press roll 16 to form a bundled band steel 13a. The steel 13a is guided by pinch rolls 20 onto a stationary blade 21 having a smooth top surface then fluid (about 5kg/cm<2> fluid pressure) is injected from a fluid injecting nozzle device 23 in the upper part to press the steel 13a to the blade 21 in tight contact therewith and at the same time the bundled steel is continuously chipped off by a rotary blade 22 so as to have a specified thickness size, by which a bundled fine steel fiber 13b is formed.
