A downlink information transmission method, a base station, and a user equipment (UE) provided in embodiments of the present invention are capable of ensuring that a UE acquires downlink information in a timely manner, thus allowing the UE to rapidly establish a radio connection with the base station, reducing the time required for the UE to access a network, and enhancing user experience. The method comprises: a first base station transmits downlink information per a first cycle according to a first pattern; when the first base station determines to change the transmission cycle and/or transmission pattern of the downlink information, the first base station transmits the downlink information per a second cycle according to the first pattern, or per the first cycle according to a second pattern, or per the second cycle according to the second pattern, where the second cycle is shorter than the first cycle, and OFDM symbols occupied by the second pattern are more than OFDM symbols occupied by the first pattern.
