PURPOSE:To attain resolution conversion due to thinning similar to an ordinary method by providing the titled device with a horizontal address selector and a vertical address selector and using simple and economical device constitution as compared with an ordinary one. CONSTITUTION:When a normal mode is specified by a mode signal MOD, the horizontal address selector 5 couples an output bit Qi (i=0...n) of a horizontal address counter 3 with an input bit Ai of an address selector in a memory 1. The vertical address selector 6 couples an output bit Q<k> (k=n+1, n+2,...m-1, m) of a vertical address counter 4 with an address input bit A<k> of the memory 1. Therefore, the information of all picture elements of picture signals PIX in all lines is stored in the memory 1 and a picture having the same resolution as that of a scanner is inputted. In a thinning mode, the output bit Q<i+j> of the counter 3 is coupled with the address input bit A<i> of the memory 1 by the selector 5 and the output bit Q<k+l> of the counter 4 is coupled with the address A<k> of the memory by the selector 6 to input a picture with low resolution from the scanner.
