NEW MATERIAL:A compound expressed by formula I (X represents halogen atom; Y represents H or halogen atom; R represents phenyl having one or more difluoromethoxyl groups and one or more halogen atoms and/or lower alkyl groups together). EXAMPLE:N-(3,5-Dichloro-4-difluoromethoxy)phenyl-N'-(2,6-difluorobenzo yl)urea. USE:An economical and safe insecticide and injurious insect expelling and controlling agent for agricultural use, having high insecticidal and ovicidal effect, exhibiting sufficient effect even in a small amount of chemical with low toxicity, and capable of reducing influences on environment. PREPARATION:Benzoyl isocyanurates expressed by formula II and amines expressed by the formula RNH2 or their salts (example; hydrochloride, etc.) are reacted in a solvent such as hexane at 0-120 deg.C for 5min-24hr to obtain the compound expressed by formula I.
