PURPOSE:To treat oil-contg. waste water in a tank at a low cost without secondary pollution by using a block body formed by sealing and implanting microorganism of the natural world and eutrophic soil into a porous concrete layer for treating said waste water. CONSTITUTION:Lightweight concrete bodies C are connected and fixed X to form a permeation gate D and the microorganism 11 living in the eutrophic soil 10 are sealed and implanted therein. The permeation gate D is put into the mid-way of piping for the waste from the tank F by which the oil-contg. waste water is treated. Then the treatment at a low cost with less personnel, material, etc. is made possible without secondary pollution at all.
